The purpose of this meeting
was to present and review the Framework Plan (Consensus Plan).The committee members were presented a brief history of the
plan's development, its component systems, and preliminary metrics,
including:
Existing and Proposed Floor
Area Ratios (FAR)
Parking Displacement /
Replacement (surface vs. structured)
Proposed and Existing Gross
Square Footage (GSF)
Peer Institution Reviews
(parking ratios per student, GSF, acreage/population, etc.)
Preliminary Utility System
Findings
The session was moderately
attended, and the material was well received.
The following comments and
ideas were recorded.
·The committee stated the importance of Frazier Hall
for telecommunications and data.Demolition
of Frazier Hall could logistically occur, but the south end of the site
would need to be preserved for infrastructure.
·A suggestion was made to keep Frazier Hall for its
historic value.
·Did/will the Campus Master Plan study solar energy
options?The consultant team
and university representatives explained that this was out of the scope of
this planning initiative.
·The committee recommended that the Framework Plan
better link the existing residence halls to the intramural fields.The consultant team agreed that this connection is important and
needs to be strengthened.
·It was noted that the proposed parking deck south of
the Thomas & Mack Center is too close to the proposed residence halls.The consultant team and university representatives agreed.This issue will be addressed in subsequent plan revisions.
·The committee suggested that an athletic master plan
was needed.In lieu of such a
document, it was agreed that the consultant team needs to critically
evaluate the athletic quadrant of campus and make recommendations of land
use, distribution, and general quantity of athletic facilities.
·The committee referenced an example of mixed-use
building types at San Diego State University that might be applicable to
UNLV.The referenced
facilities had a parking structure with tennis and soccer on the top
level.The committee also
suggested building/designing a parking structure in conjunction with a
central plant.
·A general concern was raised about lack of funding
for maintenance/ infrastructure.A
suggestion was made to "tax" new buildings for infrastructure and site
improvements monies.
·The committee asked if a comprehensive Facility
Building Analysis had been done.University
representatives responded that a study was underway and would be completed
in approximately six (6) months.
