DISCUSSION:

The purpose of this meeting was to present and review the Preliminary Framework Plan (Consensus Plan).  The committee members were presented a brief history of the plan's development, its component systems, and preliminary metrics, including: 

Existing and Proposed Floor Area Ratios (FAR)

Parking Displacement / Replacement (surface vs. structured)

Proposed and Existing Gross Square Footage (GSF)

Peer Institution Reviews (parking ratios per student, GSF, acreage/population, etc.)

Preliminary Utility System Findings

The session was short and only moderately attended, but the material was very well received.  A conflicting Academic Counsel meeting (at 3:00 p.m. the same afternoon) lessened regular attendance and meeting duration.  Discussion items and comments from this session will be incorporated into the June 11, 12, and 13, 2002 campus visit.

The following comments and ideas were recorded.

·         The monorail is a very good idea for the UNLV campus.  It was suggested that this alignment (N-S route along the extended Swenson/Tarkanian Way corridor) could provide better visibility and increased community awareness/recognition of the university.  SmithGroup JJR will evaluate this idea.  

·         University representatives agreed to aggressively pursue the Regional Transportation Commission (RTC) for proposed monorail routing through campus and include these routing options in the upcoming Environmental Assessment (EA) for this corridor.

·         Will the master plan evaluate the utilization of existing parking on campus, and how will this affect the overall parking planning?  The consultant team will conduct (during Phase II, starting in August or September 2002) a thorough utilization and distribution study of parking on campus.  This study will indicate how to reposition surface parking, assist in locating and sizing new parking structures, and validate overall numbers of new spaces needed to accommodate the proposed Framework Plan.

·         What, if anything, could be done about introducing a co-generation electrical system?  It was concluded that there is not enough thermal load to efficiently make this concept work.

·         There are more than three priority projects on campus, and there will likely be more.  What are the campus' thresholds, and when will we hit them?  What happens if we construct five new buildings?  The consultant team is currently modeling the utility system as part of the Preliminary Framework Plan.  This model will assist in predicting "thresholds."  Phase II of this study is anticipated to utilize this tool to anticipate and document infrastructure needs.
